So I haven't been using the forum for a while and thus forgot how to use the private discussion feature.

Go to the Private Discussions page and click "Discuss Privately."
Create the initial post like you would with any normal discussion, and click "Recipients" above the title to edit who will be able to see the discussion.
Click "Post Private Discussion" once you're ready.
