Why isn't secret Link 3 working

Phoenix The third secret badge was part of several forum changes made by Ravage , who set it up so only four people could collect it. @[WUT] Adam , @ackvonhuelio and I were the first three people to find it, and @Ravage collected it after leaving the forum, so all the slots have been taken.

It has five uses. You need Level 1 to claim badge links.

I don't understand how people even the brain capacity have to find secret badges, @Ravage did mention something about 'subtle clues' but I never really picked up on those.
